I have seen military tactics in the SEI that used this feature to help
TOing of regions. People would loot enemy regions two regions away
from the border, so the region they wanted to TO suffered and went
rogue without their presence in it. Also, this wouldn't hurt the
realm's own region.

I don't have the numbers to tell, but this *does* happen. Looting in
any way hurts every neighbouring region.
