I've not been on Atamara for nearly 6 months, but when I was there (which
was largely the entire time I've played the game, until recently), that was
almost always the case.  At least, since infiltrators became commonplace.
Many of the realms on Atamara are quite formalized in their wars, drafting
documents between realms stating the terms all sides agree to adopt for the
duration of the war.  Inevitably, "assassination attempts on the High
Councils are forbidden" is one of the main terms agreed to.
