Best solution for this- decrease the number of game defined formations to a
barebones set of perhaps 2 per attack/defend.  Then implement a feature in
the Marshal command options that lets them establish, say, 3 more custom
formations per attack/defend.  To establish each setting costs hours and
some gold, and would also take a full day to implement.  This takes into
account the fact that circulation of such an army-wide mandate takes time
and is not in any way efficient to go changing them every couple of days.
But at the same time, it provides a more open structure to both include
individual player ingenuity and coded formation advantages- the best of both
worlds.
