Definitely not true.  FEI was created with two GMs in place who held no
actual powers of enforcement.  It didn't help that of the two GMs, one was
disliked enough that he was actually plotted against OOC by multiple groups
on FEI, and the other was often too busy to adequately keep up on even his
end of RP, much less have time to enforce it on others.

Were the rulers *actually* held responsible for enforcing RP, with
consequences resulting for not doing so, the situation *may* have played out
differently.  I'm not convinced this is the case, however.
