[Discuss] "Credentials"

I recall someone mentioning the issue of old players with new characters getting appointed or elected to positions because of the accomplishments of their other characters, but shortly after deleting the message, I came up with what seemed to me to be a reasonable idea to remedy the problem.
I call it "credentials," wherein any given position requires a certain amount of credentials to be held (positions such as army marshals or local lords would require less credentials then dukes or council positions). Furthermore, a noble's credentials could be "reset" (partially or completely) when they switch realm. Any of a number of things could contribute to a noble's credential level. A couple off the top of my head could include:
- Days in Realm
- Battles Participated In
- Civil/Police Work Done
- Positions Previously Held (provided that certain positions require more credentials than others)
- Honour/Prestige? (this could give a bit of an advantage to characters who have switched realm...they should still have more credentials than a completely new character)
Ideally, the credential level would not be a visible number, but a message would be given if an appointment attempt was made or votes were cast in an election
for a person with too low of credentials that reads something to the effect of "[undisclosednoble] does not have strong enough credentials for that position, and so your votes were wasted." or "[undisclosednoble's] credentials are too weak to hold that position. Please appoint someone else."
It's just a concept that came to mind. I have no idea if it's possible/reasonable to code, but it could do wonders towards ensuring that new nobles from well known families not be granted positions just for being from a well known family.
