Here I firmly disagree with you Tom. It is possible to make veterans loose positions etc. I mean, the infil is a nice way to start if you would ask me. 
 
I was quite a newby to (to take myself as an example) but got to work with others, 2 "veterans" to admitted, but we managed to overtrow the government and change everything. We devided power among all people and newbies are treated rather fairly if you ask me.
 
But on the other hand there is 1 change I believe could be implented to make it possible people loose their region and it concerns dukes and lords.
 
There should be a way for Knights to stand up against their lords. Making it possible that 2 knights can "kick out a lord" is a bit to much though. I think that you would need a few knights and a few from a certain region and also a lord from another region to "resign" a lord when he has misbehave himself.
 
Also several lords of 1 duchy should be able, together with a certain amount of knights to back them up as well (% lords and knights I believe, because there are smaller and bigger duchies) to "kick out" the duke when he is hoarding a lot of gold for instance. 
 
And I'm not saying this in my own interest since I'm duke and a lord myself somewere to. But I think this would be real and more fun inside the game to, that when a duke is hoarding a lot of gold and for instance he's royal that you have a way to stop him.
