John, if you do it this way, the realm would probably be limited in
interaction with other realms - no one new can pledge allegiance to
your lords, etc. Now, I think you can have RP prejudice against those
names, and make it clear that they are foreigners living in the realm,
or sons of foreigners, but not OOC ban them. If the english noble has
agreed to leave his life style behind him and live a russian medieval
life, I think he should be allowed that.

Of course, as usual it depends on the reasoning behind it.
