I have to disagree with this, that would mean even the people who 
*want* to give other people a chance *can't*. Sure there won't be any 
of that "the king is back now I will step down" but the realm can just 
protest him out with the same "the king is back and you won't step 
down". What will that fix? I think the ability to step down is a good 
tool, not only for turnover (it does happen from time to time, not 
everyone clings to power forever) but if say, you got a new job half 
way across the country and you're moving and you're having a kid and 
suddenly you find you don't have the time or the mindset to be ruler 
anymore, or general, or judge, or banker, or whatever.
