One small difference: not all battlegroups were military. We
frequently had "battlegroups" of bureaucrats or nobles on scouting
duty, each with a senior bureaucrat or scout in charge. Since they
were less important, it was easier to become a battlegroup leader and
make oneself known that way. These days, marshals are important
enough that many realms are wary of taking a chance on someone too new.

Since any lord can form an army why not make an army for buros or
scouters? The Marshal of the Scouts probably wouldn't do much in the
way of leading battles but it's the same as someone called a
-Battle-Group leader not leading many battles I suppose.
