I thought that's what we were discussing: Benchwarmer 
rulers/councilmembers.

I agree. And regular region lords almost never step down 
voluntarily. Which means that they are there until they either auto-
pause, are killed in battle/duels (which is rare enough to be 
disregarded), or are promoted to a new position.

One of my character's initial starts was a marshal position, back 
under the duchy army system. That was when no one was using 
duchy armies, though, and marshal's were bascially symbolic.
