You're focusing too much on the ruler/council axis in this discussion. 
Counts and other lords tend to be more readily changed to new people. 
Right now, a region lord pretty much stays the lord until the character 
pauses or voluntarily steps down. This is one of the biggest things 
preventing new people from advancing in the ranks. A simple counts 
positions can go a long way towards being accepted as a duke or council 
member.
