Funny you should mention that -- Delvin lost his position last month,  
and not only did Herkan not step down when Delvin got out of prison,  
he defeated Delvin in the following election.

While it irritates me sometimes to have people who hang on forever, I  
don't take as harsh a view of people who step down from rulership.   
It's hard to be ruler (with lots of OOC responsibilities that people  
don't think about when they run), and sometimes it's just a lot  
harder than you thought.  Saying, "Oh, I'm giving up my position for  
the old king" is sometimes just a way to save face rather than admit  
they don't have what it takes to rule.
