Lords can kick out their knights, once they get three bad marks.

If you want to know who is setting their estate to idle, then ask 
them, in a personal message. If they don't respond, ask them a 
second time. If they don't respond to that, give them a black mark 
and ask again. Repeat until they are at -3, then kick them out.

As soon as they do respond, ask them about their estates. If they 
have it correct, or fix it, then give them a good mark.

I think that too many lords just are not using the good mark/bad 
mark system.
