FEI... is proto EC. The reason as I see it is simple; people on the crowded
other islands with no hope for advancment, saw the empty lands of FEI. Show
up, and you've lots of space to fill, a land of oppertunity! So rulers had
two choices, turn them away and end up with no one while their opponents got
some, or let them in. Dwilight is gaining lots of attention for the same
reason, people are going "Oooo I can become king there like I've always
wanted!" When you're colonizing a new world, the super respectible elite
don't wander over, the lower class with nothing to lose do. And yes you can
be super strict on the kings, but that will require A) Tom to spend time
doing police work, B) someone will try to work out a way around that, they
always do.
