Um, because adventurers are the ones who can have them made, and then
sell them to other people?  Nobles are reliant upon the monsters to
give them to you (Ackbar: "It's a trap!").  But the entire purpose
moving forward with the scrolls/wizards is that it's to tie the
adventurers in a little more, fro what I can tell.
