Problem is you don't know which knights have their estates idle. I started
giving all my knights bad marks until the estates were set up but that
pissed off alot of people. I started removing knights at random to see if I
lost active estates and if I did then I offered a new oath at a higher tax
percentage, if I lost idle estate then tough luck find yourself a new lord.
It did work, but some people got very upset even if it meant they would get
more gold in the future.
