Tom, that's simply not true.  I don't know where you got that idea.

Admittedly, I cannot cite specific examples at this remove, but I was  
personally witness to *LOTS* of people getting lordships that they  
kept because the old lord was seriously wounded or imprisoned and  
lost his position, at least a few Dukes, and plenty of Council  
positions--including Rulers!  Heck, I was some of them ;-)

There were certain realms where certain positions were "designated"  
for certain characters (or, worse, players), and whenever they lost  
their position, they would get it back.  However, that was *not*, in  
my experience, the rule: it was the exception.

And even if it *was* the exception, rather than the rule--even if my  
experience was *not* typical--there most certainly was turnover then.

There is practically none now.

I understand your desire to get rid of the placeholders, but this  
solution really, honestly does not work: it makes things worse.  From  
personal experience.
