So it is only on the war islands?

We have continuously seen regions deteriorate when we loot nearby
regions, and I have even seen people who loot the neighboring region
to try to make the target region go rogue.

I haven't kept track of the numbers, but if someone wants to check,
outside the war islands... I'd be glad.
