I'd say a cautious yes. Strict, okay, but it needs to be open, and perhaps
not as harsh as you have hinted. Players don't always do those things on
intent, it can be by accident, or because they did not know better. Public
warnings would tell them, and others, what is not acceptable.

Also, give people a chance to explain themselves before taking any action,
please! The apparent reason, and true reason, can be quite different. Sure,
sometimes the true reason is powergaming, while the rest is a cover, but the
opposite can also be true.

So yeah, I like it overall, just be careful not to punish the innocent, will
you? That's the best way to piss people off and force people away from the
game. Also, think your restriction carefully, as too many restrictions stem
creativity.
