Associations in real life have no way of truly forcing people to pay
dues, why should battle master be different? If someone doesn't pay,
kick them out. If it's not worth it to the person to pay the due,
they're more likely to leave then pay it anyway. If you give them excess
to the guild treasury and they steal from you, inform their judge (also
a good way to try and start a war). You are the assassins guild, if they
don't pay "collect", act like a true assassins guild would. That I see
as lack of role playing. There does not need to be a game mechanic for
this. I believe the reason why it is how it is because a person could
end up with negative bonds or gold. And it could cause a headache for
coders, but I am not sure (it is somewhere in the archives though).
