This concept has its flaw at its very core, which corrupts the rest of the
attempt. The problem lies in the fact that people are assuming orders are
to be passed down as such:
*General to Marshals 1, 2, & 3- "Everyone in Region A, move to B and then
C. Attack at dawn using settings XY. Everyone in Region B, hold for one
round and then move to C, using settings XY. Those in Region D, keep
cycling through 3 at a time, so that we can hold the line of defense and
still get everyone refitted. Phew!"
Marshal 1 to Army 1: "Everyone in Region A, move to B and then C. Attack
at dawn using settings XY."
Marshal 2 to Army 2: "Everyone in Region B, hold for one turn and then
move to C, using settings XY."
Marshal 3 to Army 3: "Those in Region D, keep cycling through 3 at a
time, so that we can hold the line of defense and still get everyone
refitted."

That would certainly create a sense of redundancy and require a lot of
back-and-forth information passing. Instead, what should be happening is
something like this:
* General to Marshals 1, 2, & 3- "I want Armies 1 & 2 to coordinate an
attack on Region C. Army 3, continue holding the line in Region D. Yay!"
**Marshal 1 to Army 1: "Everyone in Region A, move to B and then C.
Attack at dawn using settings XY."
Marshal 2 to Army 2: "Everyone in Region B, hold for one turn and then
move to C, using settings XY."
Marshal 3 to Army 3: "Those in Region D, keep cycling through 3 at a time,
so that we can hold the line of defense and still get everyone refitted."
*This sort of interaction does not require the General to have a hand in
every single decision made, and thus, does not require a turn-by-turn
manipulation of "chess pieces".
