Probably, and I like this idea.

Also, I wouldn't like to see people able to recruit only from their
duchy's RCs... Especially if Tom was willing to have realms with more
than 2 duchies. You see, usually the capital's duchy is way larger,
since the penalty for not being there is quite big on region's stats,
and thus would have many more RCs. This would make other duchies way
military weaker than the capital's duchy, contributing not as much for
internal turmoil...
