I don't see that that would be a problem.  After it has a certain
number of flags, it is reviews by Tom or a Titan, and a change is
demanded if they deem it a problem.  That way they don't look at
*every* name, just the ones a reasonable number of people are
concerned about, but in the end Tom/Titan's word is final.
