It would be a thought to limit the ruler elections to the dukes, and 
allow only lords to become dukes, that way making a clear path up to the 
top. Then, the duchy region of the duke elected ruler could 
automatically become the capital.

Interesting, but probably not flexible enough for BM and its diverse 
government systems.
