So be a little creative.  Roleplay asking the guards outside the  
local lord's residence if they've seen him, and send that roleplay to  
the region lord.

You *can* ask other commoners, random people, and lesser nobles, in  
roleplay.  You just have to send the roleplay to people who will  
respond in kind.
