That's the Romans. Rome during the period where they conquered most of
Europe was a dictatorship. Not a feudal realm.
Nobles in the feudal period typically included owing their liege 40 days a
year of military service in their oath. But that oath was only to their
liege. Not to some general of some capital city far far away from their own
domain.
And if the duke wanted to go to war, he would request each of his subjects
to bring a number of armored and mounted men.
Noblemen, even the lowest ranking ones, were never mere soldiers you could
order around.
