[Discuss] remove "Orders"

You can order people who have an oath to you, perhaps. But you wouldn't 
order anybody else around. Instead you should be asking for there 
assistance. After all we ain't in no stinking army, its the units we 
command that are in the army.
Now if they don't agree to come, then they ain't likely to get 
promotions. But them not showing up ain't exactly a reason to fine or 
ban them. Though maybe being able to attack them, and place a new person 
in the position should be possible.
