[Discuss] remove stepping down penalties?

I have a Duke that sits in his city almost 5-6 days a week on avg that
has done more to expand his duchy and power than quite possibly any
other Duke in game and has been doing it for longer than almost
everyone. Just because you are in your city or regions around it doing
buro work doesn't mean your not doing things to promote growth and fun
for others. Sheesh I hold back and don't do the whole Duke with a 100
man insane unit so I can give additional funds to the rest of the
Duchy to support its growth and loyalty within the Duchy. If you have
a Duke that does nothing for his duchy SWITCH Duchies...
