This also bring up a question.  If a noble is ordered not to loot somewhere,
and does and is caught, could they be fined?  I am trying to play a
character who has sort of a god complex, and think I may keep him unaligned
and would just loot randomly for him to pay his men.  Right now he is being
ordered to only loot a certain region, and then on do a certain type of
looting.  He was yelled at for not following this and was threated with
fines in the future.  Technically, if a noble can't be ordered, then would
it completely negate a Judge's ability to fine for doing anything about it?
