First, the required honor level ought to be something very small,
like 3 honor per month. Just enough to prove that the Lord is still
actively
playing his character.
That is 60 turns to fight 3 times in battles big enough to get 1 honor,
such as
large monster battles,etc. Or one big battle.
Should encourage more war, won't it, since you need to fight to keep
your
region?
-- downside - you could get that in one tournament, but there aren't
tourneys
every month
Can't get enough knights? Have they tried offering more gold each month?
Don't buy that excuse.
It might be that the Lord used to be active,
it might be that the king is a power gamer rewarding his friends.
That's what this is - protection against that kind of lord,
placed there for those reasons.

My (very active) lord character on Atamara has fought in several
monster battles (nothing for any of them) and gone to like 5
tournaments (got 1 honour, once, for getting into the final round), and
held court/police work a *lot* in the past two or so months and only
accumulated 2 honour. Not gaining honour and prestige doesn't mean a
character is inactive or a bad lord. All it means is there haven't been
any opportunities to gain honour. While it might encourage war, wars
don't mean honour and prestige for everyone, especially for people who
have, as I said, higher honour and prestige (which in many cases lords
do).
As for knights, some times there just aren't enough people to go
around. I know this is a problem on BT (no one can come in and lots of
people die/leave), and in some realms on the FEI as well. If there
aren't any people coming in it doesn't matter how much gold you have to
give out.
If this is trying to protect people from a powergaming king who
appoints his friends then it's the king you should go after. I wince
when you say "the lord used to be active", do you mean that if you have
a lord character you're not allowed to become busy and log in less?
