Change the name but dont change the colour! Red catches the eye. delete
the normal "orders" one. And rename "important orders" to urgent request
(which can be sent only from government or from the marshal of your army)
I as General already have been doing a small RP that I ordered my War
Council to use request form if they need scoutings. Nobles are nobles
afterall..
