[Discuss] remove "Orders"

As I've recently come into a General position in Dwilight (haven't had a
position of power in about a year), I've found myself using more
Report/Request types than ever before (and I would imagine I already used
those more than the average player).  I've found myself doing what it seems
so many others do- Orders and Important Orders are used more because they
stand out in RED than because actual orders are being given.

Between standing orders and the report/request types, I don't exactly know
what else is needed.  Maybe simply change the red-colored one to "Urgent",
and leave it open to any sort of emergency-type messages.
