> IF you remove the laws against looting feature, and the messages, then all an enemy has to do is keep one spy in the other realm to disrupt the FTO's over and over. There will always be so many troops there that you'll never be able to figure who is doing it, so a realm loses the ability to FTO.

There are ways of dealing with spies. This would require some of those ways.
