Sigh.. Let me try to explain it more elaborately.

Can you know if ONE particular knight HAS or HAS NOT enlarged/setup
her/his estate? If the lord asks all her/his knights to setup/enlarge
their estates, how does s/he determine which one of the knighs has
not?

The only case where your method would work is if the lord asked each
knight to setup/enlarge the estate separately, waiting until that was
done before moving on to the next knight. And that would not scale for
larger region or a region with a lot of knights.

And well if a lord is checking every turn and every second of the day
whether the estate size/count has changed, well then he should be
removed from the lordship. Such micromanagement is unwanted in this
game anyway!
