>> Why whould a democracy spawn a tyranny, or vice versa?

Because the realm is being spawned by individual people and not by a 
government system. Dukes and Lords all have their own views. Just because 
they've been funcitoning in a Democracy for 5 or 10 years doesn't mean 
they're going to send their army and their gold to establishing a replica.
