Colonies do keep the parent govt's realm. I don't really like it either 
since it should be up to the first ruler, but you can make a case that the 
parent realm is really doing the organizing and conducted the TO and 
wouldn't they want the same type of government -- but even so, make it a 
question for the parent realm then, rather than automatic.

At any rate, at present there is nothing you can do about it.
