Because you're comparing it to a modern democracy.

Certainly there is plenty of precedent of an /existing/ country being turned into a puppet state to wage a proxy war, but allowing a breakaway for the purpose of fighting is interesting.

But just because there aren't real-life examples doesn't mean it's powergaming. If no /game mechanics/ advantage is being derived, then where is the OOC advantage, and thus the powergaming? Is powergaming about not doing something that no one ever did in history? Where is the characters free-will if all we are allowed to do is re-enact medieval England?

I don't know if I'm 100% comfortable with this or not - as was said, let the Titans look at all the details, not just the ones we read on this list, and deal with it.
