How is that power-gaming? Deceitful, yes. Evil, possibly. But it gets 
around an IC treaty, not any game mechanics. Things like that happened 
in real life, too. <wryly points to his own country financing puppet 
states to fight communism, and to the Crusader states for more period 
examples>
