Is the following smart game play or cheating?

Your realm signed a treaty agreeing not to attack another realmB. Your
realm founds the creation of a new realm from newly conquered regions.
This new realm is bordering realmB and begins conquering realmB's
regions. Is your realm cheating or just being very smart by side
stepping the treaty?

Both and rude either way.  And I'd sure as heck figure out a way to
extract my revenge on your realm even if it took me the next six months
to make it happen.   But that's just me  =)
