Why would someone be insulted at a counteroffer? Would 100% be
insulting? Your'e making blanket assumptions.
He's a former king but also a former criminal, and is not known for
honor and prestige.
What should the Duke do? He gave him the same deal as every
else...maybe he should have given him 2%? Double the normal for an
ex-king? Then he's insulting all the other knights who might consider
themselves better men than Serko. Somehow I doubt Loren would have
reacted any different. Would he have been better off ignoring him
completely, for fear that negotiating would 'insult' him? Or would
the silence be taken as an insult.
Worse yet, Serko's criminal past indicates he's well trained in
swordsmanship, an assassin. If the Duke isn't why should he risk his
life over such a petty matter. How can there be honor at stake when
Serko has much less honor and prestige and no rank and is basically
just an exiled king/criminal.
It the Duke's city to do with as he pleases. People live there at his
grace. I don't see how it is good roleplaying to ignore that.
Sidenote: Sometimes I wish there was no swordsmanship skill.
