[Discuss] Pledging Ransom

I don't know if my ideas are just out of left field, or if they have the misfortune of always getting caught in the middle of 98 posts about generals vs. marshals and no one sees them, but I always seem to get a very low response rate. :-(

I like this idea, so I'm posting again - maybe I just didn't write it very clearly the first time, so I've cleaned it up. I'd like to hear what people think.
