No, he meant it to be an order.  He said so himself at the end of the 
message.  A generals job is to come up with a plan, not order around the 
marshals.  Tom has said if you use request to send an order to 
circumvent the system you will be lightning bolted, there was nothing 
ambiguous about that.  Please stop creating multiple threads about this, 
please stop posting the same thing over and over.  Thank you for your time.

PS.  A sure fire way for Tom not to respond or read this is to whine to 
the discussion list or in game.  It should be sent to him personally.
