[Discuss] TO code odd at low population?

Perhaps you could kill them all but one and see what happens. :P

I wonder how hard it'll be to TO a region with only one peasant? And
better be 6 females, by the way, or you'll have trouble repopulating
the city back :)

Anyway, I believe that TOs include not only "convincing" peasants that
you're great and should be dominating them, but also put men on the
fortifications/watch, assure enough soldiers to perform as the local
police, make sure the borders are watched, etc.

After all, 6 people in a huge area are not that easy to find, and
there may always be thieves from other regions around, I don't know.
