[Discuss] TO code odd at low population?

So, I'm sitting in a tiny city on Dwilight, wanting to TO it....The
population of the city is 12, with 55% sympathy.  Which means 6 or 7
of them are already willing to be part of our realm.

It wants 29 people to TO it.

What?

We need better than a 2:1 ratio to TO it?  I'm pretty sure we could
just kill all but those 6 or 7 and call it ours...So why do we need
that many people to hang up a flag over a region that should fall to
the first soldier it sees?
