[Discuss] Buros: Organise Repairs vs Survey Administration

Hi all,

I seem to have two main bureacratic options:
1) Survey administration
2) Organise repairs

By performing hours on (1), I tend to find that morale and loyalty go up 
a few points, and production often goes up a point as well.  When doing 
(2), I find that production goes up but never by more than 1 point, and 
no improvement is made to morale or loyalty.

My question is therefore whether anyone actually sees a use for organise 
repairs, since survey admin seems to do just as much good to production 
most of the time, plus a lot of additional benefit to morale and 
loyalty.  Organise repairs seems a little underpowered.

Or perhaps my character is just good at one and poor at the other - 
could that happen?
