Sent your question to the realm and got this response:
Wasn't there talk of having the food cost something, thus giving the rural
regions more income?
That would certainly allow the regions to better support their own knights
and reduce the necessity for having the realm share the main source of
income.
I know the fact that rural regions don't have enough gold for more than one
knight was a big factor in the way I made the proposed tax laws so large
portions of the tax gold would be sent to the realm. If the rural regions
had the gold to support their knights, the realm wouldn't need to supply the
gold.
