I don't personally *hate* the idea. The suddenness of the 
implementation was the problem. One of my realms was lucky (?) enough 
that we have a very small income in general, so there wasn't much to 
lose to begin with. Another was able to alter the taxes so we didn't 
lose too much.

I think LilWolf's idea of only basing it on the percentage sent from 
the regions to the realm is a good one. That's really the gold flow 
you're trying to control, anyway. Exempt welath taxes on nobles, 
taxes on guilds, and income from trades from being figured into the 
court casts calculations, and it should be fine.

This extra cost did exactly what you wanted it to do. The suddenness 
of of it, and having no idea what cause it, was what really made 
people upset.
