I think it would be better, if you really insist upon having prestige boosts, to have them like with unique items, so (for example) if your realm pays 800 gold one week in royal court overheads nobility across the continent are talking about the recent extravagant feasts in the royal court of Keplerstan. Of course, if it's less remarkable, then people would stop talking about it so much, and the prestige bonus is lessened/removed.
