I think that would cause a disadvantage to small realms who can't afford 
to send as much.  For example, in CE two taxes ago we had 1300+ gold 
lost to royal court expenditures, if you give the government members a 
boost based on how much this was, we'll all be totting around 100+ 
prestige etc, be able to field an army of above 400 men, etc, and a 
small realm simply would not have this advantage.
