To be honest, I haven't looked; I know it's supposed to be  
implemented, but I don't know if it actually works.

When was the last time you cared about your balance with the treasury  
of any Guild or Religion?

The only way in which it will become attractive to donate is if you  
can be sure that there will be gold there for you to withdraw, or if  
there is some other sort of incentive to donation.  The former will  
only happen if enough people *do* donate.  The latter will only  
happen (without changes to the code) if guilds/religions become  
powerful enough to exert influence on realms.  Very, very few guilds  
or religions have this kind of power right now.
